Abstract

Ho Chi Minh City is a locality with a leading strategic role and position in the country in all fields of politics, economy, culture, society, defense and security, foreign affairs, international cooperation, etc. This is also the leading city in the country in terms of the rate of people using internet. With the continuous development of internet services, cyberspace in general, and social networking sites in particular bring many benefits to users because of the fast and diverse information speed, rich content, etc. If exploited and used reasonably, it can bring significant benefits in learning, working, social activities, and daily life for everyone. However, along with the positive aspects that cyberspace offers, there have been many issues related to security, personal privacy, scams, online environment safety, and harmful information against the government, etc. These are the major issues and challenges for state management agencies in providing a flexible cyberspace management matching the city’s characteristics in order to prevent bad and malicious news and create a safe and healthy one, contributing to the goal of fundamental and comprehensive innovation for the operations of the digital government apparatus and digital enterprises towards the civilization of a digital society.
