Abstract
The Republic of Vietnam government issued the policy of developing industrial zones in 1963. After the Tet Mau Than incident in the Southwest region in 1968 and amid many difficulties, the Republic of Vietnam government established the Tay Do industrial zone in hopes of promoting comprehensive socio-economic development in the Southwest region in particular and in the Republic of Vietnam in general. The Republic of Vietnam government conducted surveys and selected a location for the construction of the Tay Do industrial zone. At the same time, it carried out land planning and clearance, and organized dialogues with industrialists and experts to develop a framework for the establishment of the Tay Do industrial zone. The organization and operation of the Tay Do industrial zone attracted a certain number of workers to companies and factories within the zone. Its construction also contributed to the development of infrastructure, thereby giving the Southwest region a new appearance. However, due to the escalating war and the government's reliance on foreign aid, the Tay Do industrial zone did not meet the expectations of the Republic of Vietnam government. Ultimately, the organization and operation of the Tay Do industrial zone showed that the policy of industrial zone development remained closely tied to the Republic of Vietnam government’s political and strategic objectives.
