Abstract

Cultural facilities are venues designed to host meetings, cultural activities, entertainment, and health-related practices for the community; combining integration and support in propaganda to mobilize people to comply with the Party's policies and guidelines and the State's laws. Given their pivotal role, investing in the construction of cultural facilities is deemed essential by both the government and society. In the new rural construction program, cultural facilities are a criterion that needs to be invested in and built according to regulations. In order to expand investment in new rural development in general and cultural facilities in particular to meet the needs of society and mobilize social resources for development investment, the Government has issued many documents as a legal basis to mobilize social resources and encourage public participation in the development of cultural infrastructure. For cultural facilities in new rural communes in Ho Chi Minh City, the State mobilizes people to invest in building cultural - sports and community activities venues at hamlets and to operate them together with hamlet offices. This collaborative endeavor, involving both public and private sectors, has yielded efficient and comprehensive results, effectively meeting the cultural and recreational needs of rural communities in Ho Chi Minh City. This also shows that the consensus in building and implementing policies between the Party, State, and citizens, specifically in Ho Chi Minh City today, needs to be spread and promoted.
