Since the late 1990s, has arrived the 5th generation of distance education on the base of Internet and World Wide Web technologies. In the new context, higher education institutions' lecturuers must be more competent in terms of instructional methods using digital technologies and tools, to promote the learners' ability of self-directed, active and interactive learning, helping them to develop transversal competencies such as problem solving, collaborative work, innovation, etc. For enhancing teachers' online education competencies, there has to be comprehensive standards or frameworks to clearly define the target competencies and to build a full continuous professional development program for the whole institution's staff, adequate to the requirements of the actual digital era. This article aims to propose an online education competence framework for Vietnam National University – Ho Chi Minh City lecturers based on synthesis of digital frameworks of other countries. ER -
